Bienestar the platform that revolutionizes public procedures in Cuba

Contributing to strengthening electronic government in Cuba is one of the goals proposed by the Ministry of Communications.

It constitutes a means to modernize the processes of government entities and stimulate the computerization of services and procedures that are provided to the population, helping to make them agile and flexible, to access them without the need for physical presence.

In this sense, the Bienestar platform is committed to facilitating procedures and quality of life for citizens, as well as bringing government activity closer to the population.

Created by XETID in 2019, it offers transparency in the information associated with the different processes of public services and a better experience for citizens in their participation and management with government entities.

Established as a two-way communication channel for citizens and the government entity, Bienestar aims to create automatic flows of interministerial collaboration for a better use of resources and, likewise, enhance the creative capacity of the Government with popular participation.

Among the potentialities of the Platform is its integration with a Geographic Information Management System, a Document Management System and a Digital Signature Services Platform. It also has an adaptive design that facilitates access to the user's terminal equipment to multiple access routes and interfaces with other systems.

Among the already functional examples are the Public Registries of the Ministry of Justice (Minjus) in which the request and issuance of certifications is made feasible.

With this platform one of the requirements of the people referred to citizen participation is fulfilled, it is a democratic exercise of socialization of power and it really allows the citizen to interact with the government and the institutions. In addition, in it you can suggest or propose using information and communications technology. A platform where the citizen is permanently informed of the situation and its process.

The Solution application, popular participation, is derived from this platform. What are the benefits of this application? For the citizen, it improves the quality of life due to: saving time and money by reducing the number of trips to the entities that provide the service of these processes, being able to interact with the government and institutions, and being able to find the information you need where you can also suggest, argue, criticize and propose.

He is permanently informed of the status of his processes. He is cared for and receives a response to his questions and problems. For institutions and companies, they advance in the implementation of the computerization policy and orderly incorporate the use of computer applications and systems developed by Cuban entities There is no doubt that this Citizen Participation application facilitates the management of positive and negative opinions, enabling a direct link between entities and people. At its core, it has a processing engine on which all workflows (processes) rest, DFILE as a document manager and a digital signature solution. The base technologies of the platform have been developed by Xetid. The Procedures Engine has a wide range of alternatives and functions that allow the modeling of any process or workflow. Bienestar integrates the DFILE solution, a document manager that fulfills all the international functionalities included in this type of solution.

Another of its modules is Bienestar Confirma, which is integrated with the digital signature solution on the web and with the digital certificates issued by the XETID certifying entity for the management of document signing processes with various objectives.
