Bienestar is a Cuban platform for the management of administration and government structures in their transformation to modern procedures. Its use facilitates two-way communication between citizens and the Government wich establishes automatic flows of collaboration among entities, contributing to a better use of resources and enhancing the creative capacity of the Government with popular participation.
It is composed of a Geographic Information Management System, a Document Management System and a Digital Signature Services Platform. These solutions offer citizens, companies and organizations a total guarantee of tolerance to incidents in the processes, official content quality and durability, geographic accuracy of the information that is recorded, and the authenticity of the actions carried out and the sources of the information.
The Geographic Information System (Genesig) allows you to represent on a map the location of places associated with the management of the procedures, view the documents, photos and other information of those involved, as well as carry out thematic analysis of the procedures state of execution through control panels.
The Platform is also integrated with the Document Management System (Dfile) to manage the digital documentation associated with the processes. The document manager guarantees security, traceability, auditing, monitoring and control of the organization's digital documentation. On the other hand, the Digital Signature Service allows you to configure your digital signature certificate, for those processes that require the signing of electronic documents. This module allows you to: sign and archive digital documents, issue, approve documentation and manage documents with multi-signatures.
Bienestar has a personalized digital catalog that describes the services offered by the entity, developed on the Platform. Among them, we can see, at the provincial and municipal level, the processes for Government management of the administrative agencies of the People’s Power (Management of Approaches Process, Attention to the Population Process and Management of Subsidy to the Cuban Population by own effort Process) and the processes for Internal Control management of the entities based on Resolution No. 60/11 of the Comptroller General of the Republic of Cuba (Request for Minor Payments Process, Purchase and Payment Request Process, Per diem Request Process for travel expenses, Vacation Request Process and Unpaid Leave Process).
